No, more and more stuff gets imported all the time, while our exports are fairly level.


That's not US manufacturing declining, its the US balance of payments declining. In that same 1990 to 2003 the amount and the value of goods manufactured in the US has increased.

Also your own data doesn't show that US exports in goods are declining. You have data from 1990 to 2003. US exports of goods increased in every year from 1990 to 2000, then they decreased in 2001 and 2002 only to go back up in 2003. So exports of goods went up in 11 of 13 years and have close to doubled during that period. They have also gone up in the most recent year and probably will be higher this year then last.
