I love these arguments that we had to pre-emptively attack another country because we feared that they "had the intention" of attacking us someday (though they had never done anything to us in the past).

So your wife has grounds to divorce you and take half of what you have if she feels that you have the means and the "intention" to have an affair someday?

This is foreign-policy right out of Terry Gilliam's "Brazil".
