Say, when they turn over those keys to the "NEW" Government how will it work?

There are BIllions flowing into Iraq for rebuilding and walking around money. How does it work with this new arrangement? Which account at which bank should be used for this heinous transfer of wealth from the American Tax payer to ?????????
