No you don't see. The article does not suggest that. The request was made to a third party, most likely the White House.

Clarke told the Commission that an individual - whose identity he doesn't recall - relayed a request for the bin Laden fly-out from the Saudi embassy to his White House Situation Room Crisis Management Team.

The article suggests that Clarke facilitated the process and that his subsequent recollections about the incident have been a bit inconsistent.
