According to Richard Clarke, UNSCOM and the the CIA believed that Iraqis were up to something in the Sudan. They (Clarke, and the CIA) knew that bin Laden and the Sudan were both interested in developing chemical weapons. The CIA found a precursor to VX in the soil around a Sudanese "chemical" plant, with ties to bin Laden - according to Clarke (the pharmaceutical plant in al-Shiffa). This chemical (according to Clarke) had no other use, but as a component in VX, and the only country in the world that used the chemical, was Iraq. Seems there was enough evidence, that President Clinton blew up the only drug/"chemical" plant in the Sudan - the bombing occurred shortly before the Sudanese were supposed to be sending a shipment of veterinary drugs to Iraq. Of course, Clarke also seems to support the idea, that al Qaeda was likely involved in teaching Terry Nichols (of the OKC bombing) how to make his bombs work (Clarke claims that Nichols was unable to make bombs that worked before going to the Philippines, but was able - when he got back).
