There was no room in the NeoCon playbook for a negotiated anything. The Shrubbery admin turned down last minute negotiations. Oh yeah, they wanted SH to turn over WMDs which he did not have. The US was into preemptive, unilateral action what about that is negotiation? How easily you forget.

For the millionth time, there is not proven connection between Iraq and 911 EXCEPT that we diverted troops into Iraq from Afghanistan. Afghanistan would like a total of 28 billion thank you.
