Bush declared war on Iraq

Perhaps on this case I am being over literal but Bush did not and can not declare war.

Its not a rubber stamp. They are under no obligation to approve his proposals.

His party controls Congress.


Members of Congress in his own party do not automatically defer to him and the majority is slim. There was no rubber stamp.

Also no war has been declared by the US since WWII and many of our military actions (including actions very early in the United States history, while the founders where still alive) before WWII where not part of a declared war.

Yeah, so what? Shock and awe was no walk in the park, or a ride on a ferris wheel. If it walks like a duck and it quacks like a duck, its a duck.


I wasn't saying that it should not be called a war, but rather that the US has gotten out of the habit of formerly declaring its wars. And that in fact even pre WWII there where many undeclared wars. Perhaps you think all wars should be declared wars. I'm not really endorsing that idea but I won't argue against it either at least not now. However having mere congressional approval rather the a formal declaration is nothing new and has nothing to do with Bush.
