Ok... how about two rival drug gangs vying for power in the neighborhood? The minute their rivalry begins to disrupt the entire neighborhood and spur violence, then it makes sense that they strike a truce before the cops arrive and spoil business for both sides..

My point being that political leaders in both Israel and Palestine would find it quite politically detrimental to have their right to individual freedom of action impeded by outside international forces..

So it might prompt both sides to find their own deal, lest they lose internal power and credibility.
