I don't buy your premise that the state owes children an education. I don't buy the assumption that state subsidies are the best way to ensure the maximum number of students get good educations. How helpful is it to a youngster who doesn't get to go to college because his state had budget problems and had to raise tuition to have an official apologize and say the state let the kid down?
