I disagree with that and think the motives were more simple. With regard to oil, we have secured the ability to buy Iraq oil at market rates, but other than that the oil fields are untouchable, they can't even be used for expenses of reconstructing the nation (though I imagine in the event of, say, a world war we could dispense with formalities).

The reason Kerry and others voted for the resolution is that they are political animals.

A couple of weeks before the war got started, I went to get my teeth cleaned and the hygienist told me "If they don't want us to attack them, they shouldn't have killed those poor people in the world trade center."

That is why Kerry and others voted for the resolution, the country was gripped by irrational emotion and they didn't have the backbone to step in front of that freight train.

The most we can really get out of Iraq is some permanent military bases and partial protection against another OPEC embargo.
