The flip-flop came when he later positioned himself as an anti-war candidate. For example, by September he was claiming his vote for the war resolution was only a vote for threatening the use of force:

Kerry Later Claimed He Voted “To Threaten” Use Of Force In Iraq. “I voted to threaten the use of force to make Saddam Hussein comply with the resolutions of the United Nations.” (Sen. John Kerry, Remarks At Announcement Of Presidential Candidacy, Mount Pleasant, SC, 9/2/03)

But as you can see, he was supporting Bush's decision as late as May 2003. ...and when the President made the decision, I supported him, If he had stayed consistent with what he said in May, I'd view that as a positive. But he hasn't.
