Try one more thing Jon. In IE, go to tools, internet options, programs and this time change default email program to any option other than OE (i.e. use Outlook or Hotmail or whatever other option you have there). Apply the change and then go back again and change back to OE and apply.

Sometimes that forces IE to make the appropriate "fix" for you.
