Think of what "fully developed" means, and of your own knowledge. The fetus has lungs, but they are so late to function that lung immaturity is one of the main causes of mortality in even 7-month premature infants. The lungs aren't "fully developed" until very close to term. The synaptic connections of the brain are similar.
