Powell lied at the UN, absolutely, but it may be that he believed what he was saying because someone else (Cheney's gang) lied to him. He's trying to distance himself now from the Cheney gang. He lied, but maybe not intentionally. If so, he was inept or loyal to a fault. Loyalty to a fault is typical in this administration. Even Clarke was loyal to a fault when he hyped their counter-terror plans in 2002. Powell is less guilty than Cheney, Rice, Rummy, Wolfwitz and Bush. He'll skate.
