You start from the top and work your way down. The US has done this with great results and needs to build on this fine record. Perhaps you are not aware of what was accomplished in the last 50 years in this regard. In recent years, funding for this type of approach has dwindled while funding for bombing, invading and occupying other countries has gone through the roof. We will never succeed in creating a prosperous, peaceful and democratic world with bombs, guns, tanks and troops. Education is the key -- and that is what we have to offer the world. Fortunately for us, the world has been eager to receive our education. Unfortunately, we seem less and less able to fund it or to understand its pivotal role. Education is the cornerstone of our most effective foreign policy.
