Sorry about the confusion. Rumsfeld said he was closing the "Office of Strategic Influence". Which I'm sure he did, although he never cancelled the OSI contracts with the PR firms who were to do the work.

OSI was the Office of Disinformation, which has been abandoned, as you can see. What we have here is the Office of Strategic Communication which isn't the Office of Strategic Influence and ipso facto can't be the Office of Disinformation.

And, never mind about the PR contractors. They're off the table, since the OSI doesn't exist.
