I think neo cortex refers to the "new" cortex, or frontal lobe of the brain. I was under the impression that the more hardwired sections of the brain were the temporal lobes and the older, interior sections.

A major theory of autism or asperger's syndrome is that the hardwired sections get disturbed by an extra layer of brain cells. This seems to be the major constraint to increased brain size in the current crop of humans.
