By "latest 11", you mean the 11 most recent? And they're not messages sent by the system but by other users?
Let me know, because that's not an expected or desired result of paring down folder_links.

At the time I wrote the message, my long term count of 25 messages in the inbox had been reduced in stages to 14, hence the 11. It is now down to 10, all of which are personal messages from 2000.

I have no way of knowing for sure whether or not any of the 15 deleted messages were personal messages. I started to say probably not, but the fact that the remaining messages are all personal messages may invalidate that.
