Clarke was there when the following was written, wasn't
he? And didn't he claim that terrorism was Clinton's #1
priority & for Bush the #1 priority was National Missile
Defense?

A NATIONAL SECURITY STRATEGY FOR A GLOBAL AGE

THE WHITE HOUSE
<font size=4>DECEMBER 2000<font size=3>

Under the heading, "Protecting the Homeland", the report details the strategy for protecting US territory in this order:
<font size=4>
1. National Missile Defense<font size=3>
2. Countering Foreign Intelligence Collection<font size=4>
3. Combating Terrorism<font size=3>
4. Domestic Preparedness Against WMDs
5. Critical Infrastructure Protection
6. National Security Emergency Preparedness
7. Fighting Drug Trafficking and Other Int'l Crime

Under the heading, Shaping the International Environment, international terrorism does not get top billing - it is among "other transnational threats".......
<font size=4>
....We place the highest priority on monitoring the most serious threats to U.S. security. These include countries or other entities potentially hostile to the United States; proliferation of nuclear, biological, and chemical weapons and their means of delivery; other transnational threats, including terrorism<font size=3>, drug trafficking, proliferation of small arms and light weapons, other international crime, and potential threats to our critical infrastructure such as computer network attack; potential regional conflicts that might affect U.S. national security interests; illegal economic or uncontrolled refugee migration; and threats to U.S. forces and citizens abroad.....
