Not necessarily. At times you're not playing for hearts and minds; Marcos for example.

Additionally, an arrest isn't necessarily the right play. I'm sure that there are plenty of Iraqi murderers that the CPA has opted not to pursue. I doubt that the CPA has much interest in bringing Sadr to justice; their interest is in marginalizing him.

After all, the CPA/IGC aren't the only people who have an interest in drawing new cards and hoping for a better card. Sistani and his followers do as well.
