No, thank goodness. Does EVERYONE who works for the Government, at any level, who gives a speech, or writes a paper/book/article have to keep draft documents, or only people at a certain pay grade or classification?

If EVERYONE has to do it, it's no dang wonder that our costs are so high.

However, as an amateur genealogist.............hummmmmmmmmm....Wonder how long keeping drafts has been going on?
