If EVERYONE has to do it, it's no dang wonder that our costs are so high.

Most of what the government does is a deliberative and collaborative process. Somebody writes a draft and circulates it for comment. The drafter then incorporates some of the comments and not others. Typically subsequent drafts will be sent out showing both the old and the new language with sidenotes about who suggested the change or why a suggested change was not made. It's very important to not dis any comment by failing to referencing it in that way. It's even more important to not dis anyone by leaving him off the distribution list.

The resulting draft gets circulated for more comment and negotiation and side discussions among the parties and more change, and on and on. And of course all interested parties keep copies of all the drafts with all their annotations, the full chronology.

Drafts are important because they show the developmental history of a policy or a position.

Of course, where things are done by fiat or in stovepipes, none of that inefficiency occurs. Pick your poison. <g>
