Along with the chief of intelligence, the President like any CEO should ask questions to ensure that the info is correct. Look at the verify and validation procedures, see if these procedures failed at any point before they came to his desk, see if they failed what was done to reestablish them etc. etc. Alan, I don't have to tell you in great details how to validate and verify a finding. Bush just ran with what the CIA chief gave him or rather was forced/implied by the President's men to give to the President.
