Are you suggesting Bush should have reviewed and analyzed the raw data? The cell phone and other communication intercepts? Should he have interviewed the people in the field? What exactly should he have done? If you believe Clinton or any other president independently verified intelligence presented to him, I'd be interested in the source of your knoledge.
