Cheney-Bush have not planned the handover yet. They claim it's still in the "planning" process. Outrageous. I suppose they think Chalabi's folks will be accepted by the Iraqis as their leaders when everyone knows they're Cheney's puppets who spun huge lies about WMD's. Or maybe Exxon-Mobil, Bectel and Haliburton will be the new government. Let the Iraqis out-source their goverment to Cheney-Bush's cronies.
