Deliberate? I would not be surprised, after a few years to hear tell that it was.
Putting a specific date on the turnover would have been known to force the hand of any contentious critters who were against elections.

Bring out the bad guys while we still have power in the area and before the inexperienced Iraq forces have to handle them.
