LOL---Kerry can't form a succinct or pithy statement.

I think it's because he doesn't know which
side of an issue/comment/thought he intends
to take before he gets to the end of the sentence.
He also wants to leave enough ambiguity and wiggle
rooom to change his mind a few times along the way<g>

Or at the very least, to state something so unclearly
that no one really knows what he meant.
