E-mail, mostly, but then all the recipients print everything out. <g> It's way easier to read all that redline/strikeout on paper and paper works better in the back seat of the carpool or on the train or over lunch.

Sometimes, though, the drafts are distributed in hard copy and then there are meetings where everyone goes over the draft line by line by line by line...<gggg>

I guess you must not be into collaboration...

Seriously, it looks like overhead and much of it is, but the alternative, which is producing policies and positions without vetting them with interested and informed parties, is worse, seems to me. We get into a lot of trouble when left hands and right hands never meet.

Re the price of hammers, that's the contracting process, a whole nother elephant in the living room.
