No, that blame lies at Clinton's door. Go back and reread my post(slowly, if necessary).I took aim at Nadine's "unique" statement, and pointed out the neocon's silence re: the Rwanda genocide and re: equivalent or greater current inhumanities that happen to lie __outside the oil patch__. I posited the quite vanilla thesis that neocons don't seem at all disposed to give, as you succinctly put it, "a rat's patootie when blacks are massacred."
If I've overlooked their caring expressions of concern outside of the Iraq geopolitical debate, feel free to post them here.
