Smart people do not do dumb things....that's the point.... Carter I agree on...as far as intellect... Ike was a great manager...but I don't see him as an intellect... JFK was very similar to Clinton...lots of potential but most unrealized due to weak character.... Reagan's intellect has always been under-rated...although I would not call him an intellect either... Neither Bush qualifies either....IMO.
