Ike was the first prez I was really conscious of, having "campaigned" for the General in numerous noontime playground mass "gang fights" (everybody link arms and charge across the field at the Stevenson guys who were doing the same :-) . I never thought him a brain, but, the more I read his speeches and thoughts, the better he looks to me. I think he is probably underrated by most. Managerial skills proved to be his forte in WW2, despite being distracted by the time he was spending with his lady friend. I don't mean to disparage any strategic strengths, but he had the very difficult task of melding the Brits and us, and, for the most part, despite the best efforts of Monty, pulled it off.

As for JFK, I'd say lots of potential unrealized due to a bullet in da head.
