Clinton with the help of the intelligence of other countries vigorously pursued the AQ. At the same time he ensured that the others went about their normal activities.

The AQ has always wanted to strike the US. Clinton did not provide them with any window of opportunity to do so. In return, they managed to strike at targets overseas where it is not possible for the US to provide that level of bullet proof security and he could do in the US.

Then the Bush folks came into office. They still suffered from a Clinton hangover. They remained preoccupied with Clinton bashing; the missing silverware, computer keys from keyboards etc. Then Bush took off for his Texas ranch vacation still trying to overcome the shock of his appointment as President. And that was enough of an opportunity for the AQ to strike.

We don't need any 9/11 Commission or Dr. Rice's testimony to figure this one out.
