The Bush administration has mishandled Iraq from the start. It invaded on dubious grounds, without international support and with no real plan for running the country when the military conflict ended. In happy talk before the war, administration officials foresaw American forces greeted as liberators, pacifying the country in a few months and then returning home. They were wrong about everything.
