Here's Plungers take on this FED talk
Fed governors are trying to stabilise the 10Y treasury rate.
When the yield is below 3.9% they are all hawks.
Above 3.95% they are all doves.
They are very afraid of instability.

I can easily buy that scenario but your range is too tight.
You can't really mean 3.90-3.95 can you?

How about 3.90 - 4.20?
That is still tight but also allows for .20 on either side before FNM can get into more trouble. It also keeps things within major zones of support/resistance technically. There are a ton of stops above a yield near 4.5 and they want to keep away from that and they do not want another round of refis just yet it seems and a sustained move below 3.70 might cause one.
