No, SS and Medicare were fine before Cheney-Bush took over. We just went from a 5.5 trillion projected surplus with SS in a locked box to a 13 trillion projected deficit over ten years or so with SS trust fund being sucked dry.
You can argue the details (as I generalize) but not the general facts.

Greenspan himself said recently that unless we start cutting SS it will go down. Cheney knew perfectly well that cutting taxes on the rich before the Baby Boomers retire was reckless and irresponsible. He doesn't care and Bush does anything Cheney says. They are the fiscal enemy of everyone earning less than $500,000 a year according to the new book "perfectly Legal".
