Interesting scenario, but do the terrorists want to ensure the reelection of George Bush, because I think that would be the electoral reaction to a October surprise? I would think they would want to hit, but much earlier. Then the voters would have an opportunity to ponder and perhaps be frustrated by the administration's reaction. I wonder how the GOP is going to be able to hold it's convention in NYC for instance? Gutsy, but what a security nightmare that will be.
