You could make any of these work. Some of it may even sound good on paper.

Tradable citizenship doesn't even sound good on paper. You could end up with a bunch of tired (but rich) old people with no need to do anything but to protect their wealth. If we could have extremes, I would rather have entrance exams (both physical and mental) and psychological testing.

There you could end up with a bunch of ubermenches and frauleins and form a new race. I would guess there would be a lot of opposition.

At least when you get a good bunch (several thousand) of engineers from any four corners of the globe together they could agree if the equation is correct or not.

Try getting four policy wonks together to agree on an executable plan to enact "tradeable citizenship".
