Rice's testimony proved she was the one out of the loop."on July 5, Rice set up a meeting with Clarke and Bush's chief of staff, Andy Card. At the meeting she promptly delegated Clarke "to make sure that domestic agencies were aware of the heightened threat period and were taking appropriate steps". At no time did Rice suggest she should actually chair a meeting with all those agency heads or even sit in on it. Nor did she think she should talk to the head of the FBI. Nor did she suggest Clarke should actually brief the President or his cabinet.

"I don't understand, given the big threat, why the big principals don't get together?" Dr Rice was asked on Thursday by one frustrated member of the commission investigating the September 11 attacks.

This is the big mystery the 10 commission members are still trying to figure out after they finally got to question Rice under oath. Why did neither Rice nor Bush act with a sense of urgency before the attacks?

The answer, it seems, is that Rice was very much like her boss before September 11, all care and no responsibility. The FBI and the domestic agencies were "pulsed" after their meeting with Clarke to be on alert, Rice said. But, asked if it was her responsibility to make sure it actually happened, Rice was adamant. That was not her job; she had tasked someone below her to do that.

As it turned out, the FBI did very little while Rice went off to concentrate on the big issues of missile defence and China. Meanwhile, reports coming in from FBI field offices warning that suspicious Middle Eastern men were attending flight schools around the country escaped the notice of the FBI director and his counter-terrorism team"
