Bush was negotiating with the Taliban, even gave them 43 million in assistance. Bush was wanting the Taliban to give Enron the go-ahead for its pipeline deal to its plant in India.

Clearly, Bush wanted success to this deal before he attempted to deal with Bin Laden. Thus, OBL had an easier time of it while planning the latter stages of the 9/11 attack.
