The Atlantic article on Rwanda clearly has Clarke playing a key role in US policy toward the Rwandan crisis. And this article was published in Sept 2001 (written even earlier of course). Long before the present controversies over terror and Iraq.

In the case of Rwanda, there were (non-US) UN troops available. Also this was a small undeveloped country - small enough and weak emough to be handled without American troops. Basically our commitment would likely to have amounted to supporting the intervention diplomatically and providing logistical support. IMO
