I agree again. But the Soviets did not know how to apply it properly. The Iraqis who seem to want to fight are used to killing unarmed, defenseless people. They killed by stoning, hacking, impailing, slicing, strangling, gassing, hanging and shooting people who had no means to resist. The killing came so easy, they believe they are invincible. They hang around together too. The gang mentality will also make them feel invincible.
