I believe it would. It would force the militants to focus, not on Israel, but on the "flavor" of government that was going to govern Palestine. The Israelis are already building a wall to segregate themselves from the Palestinians. A NATO presence in the West Bank, with the accompanying economic support and relief, would decrease the Palestinian dependence upon finding work in Israel.

So basically we keep the two sides segregated until they can manage to find some element of mutual trust and self-interest in establishing economic and political.
