Priority, priority, priority. That is what it is all about.

In the Clinton Administration, with each ongoing year, the threat of terrorism was an increasing priority. In the Bush Administration it was a decreasing priority.

Condi Rice cannot say that because there were thousands of such reports and since they did not materialize, she thought of decresing its priority level that the level that the Clinton Administration handed to Bush.

Priority by the Bush Administration is what we are talking about. Why did he give it the priority of a Cabiney level post after 9/11 whereas before 9/11 it took him well over 8 months to meet with the countries top terrorism expert? That is the question left unansweres. And the PDB will prove that.
