Yes Sudan. Clinton was NOT offered OBL by Sudan, or if he was, the offer never got to Sandy Berger his security chief, who denies ever hearing about it. A panel of experts I saw on TV concluded that the offer was probably made at a fairly low level and never worked its way up the chain of command, much like the arrest of the 20th hijacker I suppose.
