Not estates, but income. That is net income.
Estates below 1.5 million aren't taxed anyway but JK will do his best to make sure no small businesses or family farms fail because of estate taxation.

Cheney-Bush have been very dishonest about "death taxes". In fact for the vast majority of people they don't exist anyway. They impact mainly the very rich who are the ones Cheney-Bush work so hard to reward at everyone else's expense.
