This one paragraph in itself should have pushed the Bush Administration to have heightened NORAD to ready intercept jets from locations close to New York and Washington. Instead, on the day of tragedy, the New York interceptor jets flew at one-third speed capacity from Otis AFB Cape Cod, Massachusetts; while the Washington interceptor jets flew, again slow, from Langley AFB, Virginia.
