There you are, the smoking gun. Bush and his minions were clued into Al Queda and Osama Bin Laden at least a month before the 9/11 attacks, but failed to warn the nation and failed to follow up on the FBI investigations. Just a warning would have saved lives in 9/11 as people would have immediately left the WTC when the South tower was struck.
