Maybe the problem is that Saddam has not officially surrendered yet and the war is not over. He got 100% of the vote, so Iraqis should obey him.

Have we got a battleship that has not been made part of an amusement park yet?

We could move it to a port, tie Saddam in a deck chair and have him sign the official papers while members of the 50 Nation coalition witness them.

An alternate solution is to treat all Iraqis the way Saddam treated them. Perhaps they prefer his type Democracy to the Westernized version. Its messy, but hey, if it works, why change things.
