MARK Latham has challenged John Howard directly on foreign policy by seeking a different US relationship – more independent and equal – and shifting Australia's priorities towards Asia.

In his first foreign policy exposition, the Labor leader deepened his critique of Australia's military role in Iraq. He is prepared for a crumbling of the US position there, a change of sentiment in Washington and even the victory of Democratic contender John Kerry.
Latham's policy conception is highly traditionalist and genuflects before Labor's pre-1996 faiths in office – that engagement with Asia is the national priority, that Australia must operate independently within the US alliance, that our liberal internationalism must be upheld and that trade policy should return to its multilateral focus.

In a forceful presentation at the Lowy Institute in Sydney, Latham signalled that he was prepared to fight Howard on foreign and defence policy in this election year.

This was a conviction speech. It was a statement of Latham's beliefs, and its substance is contentious for its reappraisal of the US alliance.
