Rice won't be charged with perjury but she should be.
She was coached how to walk a fine line between outright lying and personal interpretation. Nevertheless she lied when she said the 8-6 intel report was not a warning. Any person with a brain could see it was a big-time red flag warning. So what if we didn't know where they were going to strike, it was clear something was likely to happen and they'd been warned about this for a long time.

Rice's insistence that avoiding 9-11 was impossible is just plain cocklepoop. She and Cheney-Bush were just not paying attention and didn't really care. They had other things on their minds, like SDI and getting out of the Kyoto Treaty to manage global warming, both moves which represented huge paybacks to some of their biggest campaign contributors.
